1. In a large bowl, mix together the ground meat, egg, parmesan, garlic, olive oil, parsley, breadcrumbs, milk, salt, and pepper until just combined.
2. Shape the mixture into equal-sized meatballs and place them on a tray.
3. Dredge each meatball lightly in flour, shaking off any excess.
4. Heat a layer of oil in a large pan over medium-high heat. Carefully add the floured meatballs.
5. Fry the meatballs for about 5 minutes per side, or until golden and crispy on the outside.
6. Once browned, pour the wine and water into the pan. Lower the heat and cover. Simmer for about 10 minutes, allowing the sauce to reduce slightly and flavor the meatballs.
